What is a Job Safety Analysis(JSA)?

A  Job Safety Analysis (JSA) is the technique(s) that focuses on job tasks as a way of identifying hazards BEFORE occurring. Therefore, putting the focus on the relationship between employee, the task, and the work environment. A Job Safety Analysis (JSA) is also known as a Job Hazard Analysis (JHA). A JSEA might be called a Job Safety & Environmental Assessment (JSEA) when environmental risks are also considered.

Hazard controls

Control is a barrier between people or assets and hazards.

Hard controls provide a barrier between the person and the hazard. The hard controls include guards on machines, restraint equipment, and fencing/barricades.

In contrast to a hard control, a soft control does not provide a physical barrier between the user and the hazard. Examples of soft controls include signage, procedures, permits, verbal instructions, etc.

 

Control effectiveness criteria

An effective control reduces the likelihood of damage or injury caused by a hazard. Controls are either effective or ineffective.

The process for the development of a JSA include the following:

  1. Identify the job or task to be analysed
  2. Breaking the job down into an orderly categorisation of steps
  3. Identify the possibility of hazards at each step
  4. Based on the hierarchy of risk control, identify the recommended controls for each hazard. There should be consideration of both short- and long-term controls when determining these controls.

These controls may include:

  • Regulations detailing minimum requirements, if any
  •  Changing the environment, tools, and the processes of the work
  • Immediately implementable controls
  • Actions to be taken in the future based on the control actions identified in the action plan
  • Standard work procedures include controls
